EDUCATIONAL AID AND SCHOLARSHIP COUNCIL

LEGAL BASIS: Law Number 100 of June 25, 1998 known as the "Educational Opportunities Law of 1998".

MISSION: Provide through financial aid and scholarship programs, equal educational opportunities for children, young people and adults, from pre-school to post-secondary level, with resulting in the acquisition of quality and excellent education.

ORGANIZATIONAL STRUCTURE:

The Educational Aid and Scholarship Council is attached to the Office of the Governor of Puerto Rico and is directed by the Government Board, composed of 10 members, 3 of which are from the private sector. The members are nominated by Governor Rossello, with the approval of the Senate. They include the following offices:

PROGRAM: Educational Aid and Scholarships

Program Description: This program directs the administration and distribution of scholarships and educational aid established lby the Educational Opportunities Law, coordinated through three offices: Department of the Family; Department of Education and Higher Education Council. In this way, this program establishes the eligibility criteria necessary to grant scholarships and educational aid.

Purpose: Introduce educational aid and scholarship programs that eliminate the economic barriers that impede performance aptitudes of the population through the educational process.

Goal:

Clients: The clients that attend the Educational Aid and Scholarships Council are toddlers that attend child care and development centers, grade school, high school and post secondary level students.

Recommended Budget 2000: The Educational Opportunities Law became effective in the second half of fiscal year 1998-99, for this reason it does not include the data for the FY 1996-97 and 1997-98. The recommended budget for FY 1999-00 will allow the three offices created by law, grant scholarships and economic aid to their respective clients.
